View Full Version : Illinois NSRA Inspection!!! Problem

I think I posted this in the wrong area!!


I called my local (southern region) NSRA inspector yesterday to schedule my inspection, needless to say I was very excited. That was until I spoke to him.

I found out that the Sec. of State police interpert the law which is posted on the Sec. of state web site here:

differently than the NSRA. The inspector did not go into detail on the differences of the interpertation, but just let me know that no inspections will be done until the end of the month, at the earliest, if things go well in a meeting they are trying to schedule

Apparently, a Sec. of State officer impounded a car saying it was an illegal title and registration. The owner was issued several tickets, and may end up loosing the car. Since the NSRA is a volunteer organization, the two inspectors in Illinois have suspended inspection to prevent being suied until this is straighened out.

This means my dream car that I have been building for the past year and 1/2 can be enjoyed in my garage only!!!!

Has anyone else tried to get an inspection?

I could apply to have it titled as a 2008, but in Madison county, I would have to meet all 2008 emission standards, which I would not.

He also let me know, that they like the street rods, and the cobras "where just added to the bill" I'm not sure what makes one fiberglass car better than another, but that was a battle I was not willing to have with someone who will in the end, have to inspect my car.

Needless to say, It was quite a let down!

You can always 'live' with me and then you will have a Missouri address :D Bummer, I don't have anything to add as you've already called them and as you said, you don't won't to have a heated discussion with someone that will ultimately inspect your car. So, what would be required to make your car emissions friendly?

My guess is quite a bit...evap canistor, cats, plus all of the different sensors etc. that I'll bet Craig dieted and flashed out of the computer...

Have you posted this on the ffcobra forum? I'm sure someone else has gone through this in Illinois...

Posted there first. Any you are correct, I would need to re-install the rear O2's, all EGR related equipment, (which is flashed out of the computer) install cat's, The bad thing is, I could physically do it, but I cannot do all of the computer work that is required. I'm just going to have to wait it out, and see what happens. Gives me a chance to finish the car completly. (It also puts off my next project of finishing the basement [I have the framing doen] which doesn't make the Mrs. very happy either)

Oh, well, what can I do about it?

Flowers and lots of them...

After I refinished the garage Michelle now complains that I need to refinish the rest of the basement so it is this nice...and how come you were able to do this in two weeks...

They are probably misinformed. The Street Rod law is used in Missouri I believe. The car should be titled as the year/make/vehicle it most resembles. So, any Cobra replica would/should be exempt from emissions. I would suggest that you call the Illinois Highway Patrol for some guidance. Don't freak out - YET.

Mark's right...someone is probably mis-informed, or worse, doesn't know or care. There is a lot of that around in government and they will resort to terror and threats if they don't like you. Apparently this has happened with some folks here in Missouri at the Troop C Hwy. Patrol Inspection. There is one guy there who knows WTF is going on, and is very helpful. Keep working at it Craig and I'm sure you will pierce the beauracracy! Hey - call in the attorney Mr. Dave...have him threaten with a lawsuit! Maybe that will speed up the process! Just kiddin' Dave...

You are correct, but in Illinois the first step is getting an inspection certificate from NSRA (National Street Rod association) See my link in the first post.

Without this, the DMV will turn you away. The Sec. of State does say it is legal, and doesn't have a problem with it. But the only 2 inspectors for NSRA in Illinois, will not conduct any inspections until they have a resolution in writing from the Sec. of State.

I have done my homework, and am stuck in a waiting game.

Craig,

Does the NSRA inspector HAVE to be from Illinois...?

Does the regulations specifically state that the NSRA inspection has to be completed by a Illinois NSRA resident...?

If not..get it inspected by NSRA in Missouri. It would seem that you would still be complying with the NSRA inspection requirement.

Not all that helpful - except they said they've never failed a Cobra, and the State Police can do the inspection as well. Make sure you have all of your docs.

I would love to try Missouri. However, the number listed on NSRA's website has been "busy" for over a week, and an internet search does not come back with anything for Missouri.

If anyone has any info, I would appreciate it.
